  "Onthemorningofthe8thinst.theBritishlorchaArrow,whenlyingamongtheshippinganchoredbeforethecity,wasboarded,withoutanypreviousreferencebeingmadetotheBritishConsul,byalargeforceofChineseofficersandsoldiersinuniform,who,inthefaceoftheremonstranceofhermaster,anEnglishman,seized,boundandcarriedawaytwelveChineseoutofhercrewoffourteen,andhauleddownhercolours.IreportedalltheparticularsofthispublicinsulttotheBritishflag,andgraveviolationofthenintharticleoftheSupplementaryTreaty,toyourExcellencythesameday,andappealedtoyoutoaffordsatisfactionfortheinsult,andcausetheprovisionsofthetreatytobeinthiscasefaithfullyobserved.ButyourExcellency,withastrangedisregardbothtojusticeandtreatyengagement,hasofferednoreparationorapologyfortheinjury,and,byretainingthemenyouhaveseizedinyourcustody,signifyyourapprovalofthisviolationofthetreaty,andleaveherMajesty'sGovernmentwithoutanyassurancethatsimilaraggressionsshallnotagainoccur."
