  Eventhatvastarmyofcontractors,speculators,place-hunters,andlobbyists,whichhungontheheelsoftheotherarmy,andhadturnedthispacificcampofthenationintoabattlefieldofignobleconflictandcontention——moredisastrousthantheonetotheSouth——hadslunkintotheirholesinhotelbackbedrooms,inshadybarrooms,orinthenegroquartersofGeorgetown,asifthemajestic,white-robedGoddessenthroneduponthedomeoftheCapitolhadatlastdescendedamongthemandwassmitingtorightandleftwiththeflatandflashofherinsufferablesword。
  IntothisstiflingatmosphereofgreedandcorruptionClarenceBrantsteppedfromtheshadowoftheWarDepartment。Forthelastthreeweekshehadhaunteditsante-roomsandaudience-chambers,inthevainhopeofrightinghimselfbeforehissuperiors,whowerecontent,withoutformulatingchargesagainsthim,tokeephiminthisdisgraceofinactionandtheanxietyofsuspense。Unabletoascertainthedetailsoftheaccusation,andconsciousofhisownsecret,hewasdebarredthelastresortofdemandingacourt-
