  norwilltheybeseenagainatthesessionsofthemunicipality,noratthemeetingsofthesections。——Nothing,ontheotherhand,ismoreattractivetotheidletipplersofthecafés,tobar—roomoracles,loungers,andtalkers,livinginfurnishedrooms,[40]totheparasitesandrefractoryofthesocialarmy,toallwhohaveleftthesocialstructuresandunabletogetbackagain,whowanttotearthingstopieces,and,forlackofaprivatecareer,establishoneforthemselvesinpublic。Permanentsessions,evenatnight,arenottoolongeitherforthem,orforlazyFederates,fordisorderedintellects,andforthesmalltroopofgenuinefanatics。Heretheyareeitherperformersorclaqueurs,anuproarnotbeingoffensivetothem,becausetheycreateit。Theyrelieveeachother,soastobealwaysonhandinsufficientnumber,orcompensateforadeficiencybyusurpationsandbrutality。ThesectionoftheThéatre—Fran?ais,forinstance,incontemptofthelaw,removesthedistinctionbetweenactiveandpassivecitizens,bygrantingtoallresidentsinitscircumscriptiontherighttobepresentatitsmeetingsandtherighttovote。Othersections[41]admittotheirsittingsallwell—disposedspectators,allwomen,children,andthenomads,allagitators,andtheagitated,who,asattheNationalAssembly,applaudorhootatthewordofcommand。Inthesectionsnotdisposedtobeatthemercyofananonymouspublic,thesameherdoffranticcharactersmakearacketatthedoors,andinsulttheelectorswhopassthroughthem。——Thankstothisitinerantthrongofco—operatingintruders,theJacobinextremistsrulethesectionsthesameastheAssembly;inthesectionsasintheAssembly,theydriveawayorsilencethemoderates,andwhenthehallbecomeshalfemptyordumb,theirmotionispassed。Hawkedaboutinthevicinity,themotionisevencarriedoff;inafewdaysitmakesthetourofParis,andreturnstotheAssemblyasanauthenticandunanimousexpressionofpopularwill。[42]
