  TheReason:——Thereasonissimple:Congresshasnevermadeareductioncompulsory。Congresswasconvincedthattheremovaloftheauthor’sroyaltyandthebook’sconsequentoratleastprobabledispersalamongseveralcompetingpublisherswouldmakethebookcheapbyforceofthecompetition。Itwasanerror。Ithasnotturnedoutso。Thereasonis,apublishercannotfindprofitinanexceedinglycheapeditionifhemustdividethemarketwithcompetitors。
