　　AmongpracticalmentheideaprevailsthatGovernmentcandonothingbut“keepthepeace。“Theysayallhighertasksareunsafeforit，impossibleforit，——andinfinenotnecessaryforitorforus。OnthisfootingaveryfeebleDowningStreetmightservetheturn！——IamwellawarethatGovernment，foralongtimepast，hastakeninhandnootherpublictask，andhasprofessedtohavenoother，butthatofkeepingthepeace。Thispublictask，andtheprivateoneofascertainingwhetherDickorJackwastodoit，haveamplyfilledthecapabilitiesofGovernmentforseveralgenerationsnow。Hardtasksboth，itwouldappear。
　　Inaccomplishingthefirst，forexample，havenotheaven-bornChancellorsoftheExchequerhadtoshearusverybare；andtoleaveanoverplusofDebt，oroffleecesshorn_before_theyaregrown，justlyesteemedamongthewondersoftheworld？Notafirst-ratekeepingofthepeace，this，webegintosurmise！Atleastitseemsstrangetous。
　　Forwe，andtheoverwhelmingmajorityofallouracquaintances，inthisParishandNationandtheadjacentParishesandNations，areprofoundlyconscioustoourselvesofbeingbynaturepeaceablepersons；followingournecessaryindustries；withoutwish，interestorfaintestintentiontocuttheskinofanymortal，tobreakfeloniouslyintohisindustrialpremises，ordoanyinjusticetohimatall。Becauseindeed，independentofGovernment，thereisathingcalledconscience，andwedarenot。
　　Sothatitcannotbutappeartous，“thepeace，“underdexterousmanagement，mightbeverymuchmoreeasilykept，yourLordship；
　　nay，wealmostthink，ifwellletalone，itwouldinameasurekeep_itself_amongsuchasetofpersons！Andhowithappensthatwhenapoorhardworkingcreatureofushaslaboriouslyearnedsixpence，theGovernmentcomesin，andassomecompute
　　says，“Iwillthankyouforthreepenceofthat，asperaccount，forgettingyoupeacetospendtheotherthreepence，“ouramazementbeginstobeconsiderable，——andIthinkresultswillfollowfromitbyandby。Notthemostdexterouskeepingofthepeace，yourLordship，unlessitbemoredifficulttodothanappears！
　　Ourdomesticpeace，wecannotbutperceive，asgoodaskeepsitself。HereandthereaselectEquitablePerson，appointedbythePublicforthatend，cladinermine，andbackedbycertaincompaniesofbluePolice，isamplyadequate，withoutimmoderateoutlayinmoneyorotherwise，tokeepdownthefewexceptionalindividualsofthescoundrelkind；who，weobserve，bythenatureofthem，arealwaysweakandinconsiderable。Andastoforeignpeace，reallyallEurope，nowespeciallywithsomanyrailroads，publicjournals，printedbooks，penny-post，billsofexchange，andcontinualintercourseandmutualdependence，ismoreandmorebecomingsotospeakoneParish；theParishionersofwhichbeing，asweourselvesare，inimmensemajoritypeaceablehard-workingpeople，could，iftheyweremoderatelywellguided，havealmostnodispositiontoquarrel。Theireconomicinterestsareone，“Tobuyinthecheapestmarket，andsellinthedearest；“theirfaith，any_religious_faiththeyhave，isone，“Toannihilateshams——byallmethods，street-barricadesincluded。“Whyshouldtheyquarrel？TheCzarofRussia，intheEasternpartsoftheParish，mayhaveothernotions；butheknowstoowellhemustkeepthemtohimself。He，ifhemeddledwiththeWesternparts，andattemptedanywheretocrushordisturbthatsacredDemocraticFaithoftheirs，isawaretherewouldrisefromahundredandfiftymillionhumanthroatssucha_HymnoftheMarseillaise_aswasneverheardbefore；andEngland，France，Germany，Poland，Hungary，andtheNineKingdoms，hurlingthemselvesuponhiminnever-imaginedfireofvengeance，wouldswiftlyreducehisRussiaandhimtoastrangesituation！
　　Whereforeheforbears，——andbeingapersonofsomesense，willlongforbear。Inspiteofeditorialprophecy，theCzarofRussiadoesnotdisturbournight’srest。AndwiththeotherpartsoftheParishourdreamsandourthoughtsareofanythingbutoffighting，orofthesmallestneedtofight。
　　Forkeepingofthepeace，athinghighlydesirabletous，westrivetobegratefultoyourLordship。Intelligibletous，also，yourLordship’sreluctancetogetoutoftheoldroutine。
　　Butwebegtosayfarther，thatpeacebyitselfhasnofeettostandupon，andwouldnotsuitusevenifithad。Keepingofthepeaceisthefunctionofapoliceman，andbutasmallfractionofthatofanyGovernment，KingorChiefofmen。Arenotallmenbound，andtheChiefofmeninthenameofall，todoproperlythis：Tosee，sofarashumaneffortunderpainofeternalreprobationcan，God’sKingdomincessantlyadvancingherebelow，andHiswilldoneonEarthasitisinHeaven？OnSundaysyourLordshipknowsthiswell；forgotitnotonweek-days。Iassureyouitisforevermoreafact。Thatistheimmensedivineandnever-endingtaskwhichislaidoneveryman，andwithunspeakableincreaseofemphasisoneveryGovernmentorCommonwealthofmen。YourLordship，thatisthebasisuponwhichpeaceandallelsedepends！Thatbasisoncewelllost，thereisnopeacecapableofbeingkept，——theonlypeacethatcouldthenbekeptisthatofthechurchyard。YourLordshipmaydependonit，whateverthingtakesuponitthenameofSovereignorGovernmentinanEnglishNationsuchasthiswillhavetogetoutofthatoldroutine；andsetaboutkeepingsomethingverydifferentfromthepeace，inthesedays！
　　TrulyitishightimethatsamebeautifulnotionofNo-Governmentshouldtakeitselfaway。Theworldisdailyrushingtowardswreck，whilethatlasts。IfyourGovernmentistobeaConstitutedAnarchy，whatissuecanithave？OuroneinterestinsuchGovernmentis，thatitwouldbekindenoughtoceaseandgoitsways，_before_theinevitablearrive。Thequestion，Whoistofloatatopno-whitheruponthepopularvertexes，andactthatsorrycharacter，“carcassofthedrownedassuponthemud-deluge“？isbynomeansanimportantoneforalmostanybody，——hardlyevenforthedrownedasshimself。Suchdrownedassoughttoaskhimself，Ifthefunctionisasublimeone？Forhimtoo，thoughhelookssublimetothevulgarandfloatsatop，aprivatesituation，downoutofsightinhisnaturalooze，wouldbealuckierone。
